Did Biden really say "Oligarchs?"

Missed Biden's farewell speech. Watching LA burn is disturbing enough without seeing a perfectly good president give his swan song after being shat upon, libeled, and left for dead by the oligarchy and their brainwashed masses of the STOOPID.

So... did Biden really call it an oligarchy by that name and warn us about it? It sure sounded like it in the 8 second sound bites. It sounded like the most relevant political speech since Cross Of Gold.
