Pass the George Floyd Justice in Policing Act

Post by gounion »

This would be a good first start - https://www.congress.gov/bill/117th-con ... -bill/1280

This is the 2021 bill, and it should be reintroduced and passed. Summary:
George Floyd Justice in Policing Act of 2021

This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It increases accountability for law enforcement misconduct, restricts the use of certain policing practices, enhances transparency and data collection, and establishes best practices and training requirements.

The bill enhances existing enforcement mechanisms to remedy violations by law enforcement. Among other things, it does the following:
  • lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution,
  • limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer, and
  • grants administrative subpoena power to the Department of Justice (DOJ) in pattern-or-practice investigations.
It establishes a framework to prevent and remedy racial profiling by law enforcement at the federal, state, and local levels. It also limits the unnecessary use of force and restricts the use of no-knock warrants, chokeholds, and carotid holds.

The bill creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. It also establishes new reporting requirements, including on the use of force, officer misconduct, and routine policing practices (e.g., stops and searches).

Finally, it directs DOJ to create uniform accreditation standards for law enforcement agencies and requires law enforcement officers to complete training on racial profiling, implicit bias, and the duty to intervene when another officer uses excessive force.
This bill in 2021 was passed in the House, with only ONE Republican vote.

Conservatives, please explain why the GOP did not support this bill?

I am not familiar with the bill but I would guess there were poison pills in it to make sure Republicans would oppose it. Making good campaign fodder

Of COURSE I DID! I love to read. It’s a common-sense bill. Tell me what, you read it and tell me what’s wrong with it.

You just don't like to read. You never read the articles you link to here, we can tell that.

When you say "I have a life" that just means you're too fucking lazy.

And it depends on what I'm interested in. If I'm looking into a bill, I read them. It's not difficult.

I am pretty sure that Bill is around 170 pages long plus it is a legal document written by lawyers making it very technical.

First the fact that you believe you have the knowledge to read and completely comprehend and understand a legal document over 150 pages long is somewhat amusing.
Second I don't know how long it would take to read and digest a document like that bug I am guessing it would take hours and be done over around 3 days.
So you sat down and spent multiple hours a day over a three day period to read a congressional bill.
Yep thats what I want to do instead of hanging out with my friends and family.
Sorry boys can't make it to the game tonight. I am going to stay home and read a congressional bill.

Actually, 136 pages, and less than that in reality. The PDF was only 25 lines a page, and in REALLY large type. Maybe 50 pages of regularly-typed and space documents. Here's the pdf you you think I'm lying. https://www.congress.gov/117/bills/hr12 ... 280rds.pdf

No, not that technical, anyone reading at a college level could read it. Didn't take me long at all, I'm a fast reader. I dunno, less than a half an hour.

Now, admittedly, I've got years of reading, understanding and even crafting of labor contracts, with the help of lawyers who were very good at explaining things, so obviously I've got a step up on you. But I didn't consider it hard to understand.

Sp you are claiming you read and understood a 136 page legal document in about 30 minutes.

Again, somewhere like that long, I wasn't paying attention. I doubt it was an hour. I am a very fast reader. And it was probably like when you were asked in school to turn in a 10-page theme. You wrote REALLY BIG so that there were only 5 sentences or so per page. So, 136 pages is kinda overstating it.

I'm really not trying to brag, I don't think it's that big a deal that I can read and understand a Congressional bill.
