Most of our mayoral races are nonpartisan.
That said, you can look up the party of the Mayor - they often are registered voters themselves, after all - they just don't run that way (i.e. nobody on the ballot is voting based on party affiliation, which doesn't appear).
Thus, 62 of our biggest cities (out of the 100 largest) are run by Democrats. Source:

Wherever you have cities whose public officials and people in positions of power and authority loath the people who live in the cities you have problems and you have problems multiplying. Doesn't matter which party its recipe for disaster whoever does it.

That's bullshit. American cities need good government, and for someone to give a damn. Partisan politics are much less relevant than in Congress.
American cities are shitholes because they have been neglected by both parties. However, most of the problems we see today come straight from Republican economics. Since the Democrats went along with this retro idea of bringing back 19th century economics in order to maintain political high ground which was being taken over by the fat cats who bought up the media, we can't excuse them either.
Everything from 1980 on is a horror show, and the sooner people wise up, the sooner we get representatives who aren't complicit.
Actually all of the cities Glenn listed are fine if you're rich. The only one I haven't spent significant time in is Gary, only been through there on the train and seen the Rust Belt close up from the railroads that go through the post-apocalyptic disaster zone that used to make all our steel but got too old and was abandoned rather than upgraded.
Gary is a monument to de-industrialization. So are some parts of Brooklyn, but these have by and large gentrified and some are now very much ahead of the conceptual curve on what a city could look like if more people gave a shit.
Actually the worst of the lot is probably Los Angeles. The sunshine and all the recreational opportunities mask some truly awful city government, and the city charter is so badly conceived that only a total reconceptualization would even begin to fix things.
