It's a mess. You can read the "Daylight Saving Time" entry in Wiki and see just what a mess our legislature has made of it. It's now one of those semi-deflated political footballs that no one wants to talk about.
Honestly... it's currently a legal quagmire. For example, Arizona voted for no DST at all, and made it stick, except in the Navajo Nation, where it does happen. Everything else is The Fog of Congress.
The part I don't like is this waiting until after Halloween to switch back. By then, morning drive time is almost completely in the dark.

The need for DST was to provide more daylight hours for war production in WWI and in the 70s as a way to reduce they need for oil to produce electricity. However, today I don't really see any reason for keeping it. I'm in favor of ending DST and letting the time for natural daylight take its course.
DST in WWII was called "War Time." It was year-round, and in the summer it was two hours ahead of the sun. I don't envy the war workers trying to get their kids to school and make it to their jobs in pitch darkness. It was definitely intended to facilitate war production, however.
The only reason to keep it around now, when we've sent all our production to Asia, and war fighters have all kinds of high-tech to see in the dark, is for sun bunnies. The idea that it has to go past Halloween is ridiculous, because who the hell wants to trick or treat before dark?
I'm not a sun bunny, though I still get skin problems from when I was, and I can't see a reason for it at all except maybe in summer to benefit tourists. It's easier to get around Paris on foot if the sun's up until practically midnight local time.

I despise daylight savings. I’d much rather have more light in the late afternoon. Saskatchewan doesn’t set their clocks but then you gotta live there.
That reminds me of a joke. Saskatchewan is the only province In Canada where you can look out the window and visibly see your dog run away for 3 days.

If it makes you feel any better, the earliest sunset is this week, then it starts getting later. It's offset from the solstices because the Earth's orbit is slightly elliptical. The latest sunrise, though, won't be until around New Year's. Makes it nice and cold for the start of the Rose Parade.
